WhatsApp Business API pricing in India after 1 October 2026: what you actually pay

Last updated: 24 October 2026

Short answer: the WhatsApp Business API is not free. In India, Meta charges ₹0.8631 for each delivered marketing message and ₹0.115 for each delivered utility, authentication or service message, before GST. Since 1 October 2026, replies to customers (service messages) are free only for the first 1,000 per business phone number each month. Your provider's fees and 18% GST come on top.

First, which WhatsApp are we talking about?

There are two business products:

  • The WhatsApp Business app is the free app on your phone. You chat with customers one at a time. Meta's per-message charges described here do not apply to it.
  • The WhatsApp Business Platform (usually called the "API") is what software, chatbots and providers such as BSPs connect to. It is what you need for automated replies, large campaigns or several staff on one number. Every price in this article is for the Platform.

As IBTimes India put it on 30 September 2026, the new charges "apply to businesses using the WhatsApp Business Platform rather than ordinary personal WhatsApp users."

How Meta charges: per delivered message, by category

Since 1 July 2025, Meta has charged per message rather than per 24-hour conversation. According to Meta's pricing page:

  • You pay only when a message is delivered. Messages that are sent but not delivered are not charged.
  • Messages from customers to you are never charged.
  • The price depends on the category of the message and the country code of the customer's number, not where your business is. An Indian business messaging a customer on a UAE number pays the UAE rate.

There are four categories that matter for most businesses:

CategoryWhat it isExample
MarketingA pre-approved template with a promotional purpose"Diwali sale: 20% off sarees till Sunday"
UtilityA template about something the customer did or asked forOrder confirmed, shipped, appointment reminder
AuthenticationA template carrying a one-time password"Your login code is 482913"
ServiceA free-form reply (not a template), sent while the 24-hour customer service window is open"Yes, size M is in stock in blue"

The customer service window opens when a customer messages or calls you and lasts 24 hours from their latest message. Inside it you can send free-form replies. Outside it you can send only approved templates.

India rates from 1 October 2026

These are Meta's list rates for messages delivered to Indian (+91) numbers, from Meta's INR rate card effective 1 October 2026. They exclude GST.

CategoryPer delivered message (INR)Per delivered message (USD rate card)
Marketing₹0.8631$0.0118
Utility₹0.115$0.0014
Authentication₹0.115$0.0014
Authentication-international₹2.4971$0.0304
Service (after the free 1,000)₹0.115$0.0014

Source: Meta, WhatsApp Business Platform rate cards (INR and USD list rates, effective 1 October 2026).

"Authentication-international" applies only to eligible businesses outside India sending OTPs to Indian numbers.

Volume discounts exist for utility and authentication only, and they start at volumes far beyond most small businesses. In India, utility discounts begin after 25 million messages a month and authentication discounts after 750,000 (Meta INR volume-tier card). Marketing messages have no volume discount.

What changed in 2026

January 2026: marketing got about 10% dearer

Meta's pricing page lists India among the markets with a higher marketing rate from 1 January 2026. MyOperator reports the change as ₹0.7846 to ₹0.8631 per message. Utility and authentication rates did not change.

1 October 2026: replies are no longer free

Meta's pricing page lists two kinds of message that were free and are now charged:

  1. Service messages (your replies inside the 24-hour window), free since 1 November 2024.
  2. Utility templates sent inside an open window, free since 1 July 2025.

To soften this, Meta says it "provides every business phone number with a free tier of 1,000 service messages per month." Unused messages do not roll over. The allowance is per phone number, so a business with two numbers gets 2,000. It covers service messages only, not utility templates.

From the 1,001st reply in a month, each delivered reply costs ₹0.115 plus GST in India.

Two other details from Meta's page:

  • Payment method: businesses (and providers) without a payment method on file by 30 September 2026 would have service messages stop being delivered once charging began. If replies have stopped since 1 October, check Billing Hub first.
  • Government and non-profits: eligible organisations keep service messages free beyond the 1,000 until 31 December 2027.

What is still free

  • Messages customers send you.
  • The first 1,000 service replies per number per month.
  • Messages in a free entry point window: when a customer messages you from a Click-to-WhatsApp ad, your replies are not charged, and Meta says this window "may remain open for up to 7 days".
  • Messages that are not delivered.

Meta's own AI agent is billed differently

Replies from Meta's own AI agent on the Platform (the "Meta Business Agent") cost a global $2.00 per million tokens. Meta says a typical message uses 20,000–25,000 tokens, "approximately 4–5 cents (USD) per message." At Business Today's conversion (about ₹189 per $2), that is roughly ₹3.8–₹4.7 per message, our estimate, against ₹0.115 for a service reply.

INR billing is mandatory by 31 December 2026

Meta began billing in rupees on 1 January 2026 for eligible providers and directly integrated businesses whose Sold-To country in Billing Hub is India. Meta's deadline is firm: migrate all messaging accounts to INR by 31 December 2026. From 1 January 2027, Meta says it "will no longer deliver the messages of non-INR Messaging accounts" for eligible customers.

What to do:

  • If Meta bills you directly, check each WhatsApp Business Account's currency in Billing Hub. Currency cannot be changed on an existing account, so moving means migration (Meta's Currency Migration API has been available since 1 June 2026).
  • If a provider bills you, ask them in writing whether you are on INR and who handles the move.

Provider markups and GST: how the bill stacks up

Meta's rate is only the first layer. Your final cost usually looks like this:

Meta's message charges + your provider's fees + 18% GST on both

Provider (BSP) fees come in three common shapes, according to MyOperator's September 2026 guide:

  • a per-message markup, typically ₹0.10–₹0.30 on top of Meta's rate;
  • a flat monthly platform fee, typically ₹999–₹9,999;
  • or a mix of a smaller fee and a smaller markup.

You can see the markup in published price lists. In its 12 September 2026 update, AiSensy lists ₹1.09 for an Indian marketing message and ₹0.145 for a service message, against Meta's list rates of ₹0.8631 and ₹0.115. Always ask a provider for Meta's rate and their own fee as separate lines.

GST: WhatsApp Business says "the applicable VAT, GST, sales tax or any other applicable tax will be included in your invoice." Providers including MyOperator add 18% GST to messaging charges and their own fees. How it appears depends on how you pay: billed by Meta directly in rupees, or through a provider that bills you. If you are GST-registered, keep the invoice and confirm the input tax credit with your CA.

Three worked monthly examples

Assumptions for all three: one WhatsApp number, every customer is on an Indian (+91) number, every message is delivered, no Click-to-WhatsApp ad traffic, and Meta's list rates above. These show Meta's charges only; add your provider's fees.

1. A neighbourhood clothing shop

  • Two offer broadcasts a month to 500 customers: 1,000 marketing messages × ₹0.8631 = ₹863.10
  • 300 order-ready and delivery updates: 300 utility × ₹0.115 = ₹34.50
  • 1,500 replies to customer questions: first 1,000 free, 500 × ₹0.115 = ₹57.50

Subtotal ₹955.10 + 18% GST ₹171.92 = about ₹1,127 a month.

About 90% of this bill is the two broadcasts. Sending one broadcast instead of two would cut it by about ₹509 including GST.

2. A dental clinic

  • 800 appointment reminders: 800 utility × ₹0.115 = ₹92.00
  • 2,500 patient replies (rescheduling, directions, fees): 1,000 free, 1,500 × ₹0.115 = ₹172.50
  • One check-up camp announcement to 1,000 patients: 1,000 marketing × ₹0.8631 = ₹863.10

Subtotal ₹1,127.60 + 18% GST ₹202.97 = about ₹1,331 a month.

Before 1 October, the replies would have been free. They now add about ₹204 a month including GST.

3. A D2C skincare brand

  • Four campaigns a month to 10,000 customers: 40,000 marketing × ₹0.8631 = ₹34,524.00
  • 3,000 orders, each with confirmation, shipping and delivery updates: 9,000 utility × ₹0.115 = ₹1,035.00
  • 4,000 login OTPs: 4,000 authentication × ₹0.115 = ₹460.00
  • 12,000 support replies: 1,000 free, 11,000 × ₹0.115 = ₹1,265.00

Subtotal ₹37,284.00 + 18% GST ₹6,711.12 = about ₹43,995 a month.

If the brand's provider added a ₹0.20 markup to each of the 64,000 charged messages, that would add ₹12,800, or ₹15,104 with GST, before any platform fee.

What the examples show: marketing messages, at 7.5 times the utility rate, are most of the bill. The October change matters most to businesses that answer many questions on one number.

How to keep the bill down

  1. Send fewer, better-targeted campaigns. Sending to 300 interested customers instead of 1,000 costs about ₹604 less per broadcast, before GST.
  2. Use the right category. An order update sent as a utility template costs ₹0.115. Meta decides the category from the content, so a "thank you for your order, here's 10% off next time" message may be classed as marketing.
  3. Reply while the window is open. A reply inside 24 hours is a service message (₹0.115, and the first 1,000 are free). After 24 hours you need a template, which is at least ₹0.115 and costs ₹0.8631 if it's promotional.
  4. Ask your provider for separate lines for Meta's charges, their fees and GST.

Where AdVersAI fits

AdVersAI is an AI sales assistant for WhatsApp and email. On paid plans, AdVersAI does not charge for WhatsApp messages and does not mark up Meta's charges: you connect your own WhatsApp Business Account and Meta bills it directly at Meta's rates. On the Free plan, each WhatsApp campaign message uses one AdVersAI credit, which is AdVersAI's own fee, not Meta's. Plans are Free, Growth (₹2,499/month), Pro (₹5,999/month) and Scale (₹13,999/month), plus 18% GST.
